Mayor Kristin Astros tweeted on social networking site Twitter that the knife attack took place near the famous French church Notre Dame.
He also confirmed that police had arrested the attacker.
Police officials said that three people were killed and several others were injured in the incident, but the situation is now under control.
The French Anti-Terrorism Prosecution Service said it had been asked to investigate the attack, and a minute’s silence was observed in the French parliament.
